3GB RAM (1GB + 2GB)

You're running in single-channel memory mode. You can double your RAM speed by pairing two identical sticks of RAM. In your case use 2 identical 2GB sticks since you can't go higher than 4GB with a 32 bit OS.
you can run more than 3 gb of ram on win 32,you just have to patch the kernel

Would you suggest that I do a 2GB+4GB ram combination? I don't mind wasting my 1GB ram, but I'd rather not waste my other 2GB ram stick. I found a pretty decent deal for a SINGLE 4GB ram stick, so if I do a 2GB+4GB, I'd get 6GB in total.

In terms of graphic card, my card is a 4870, so I don't think $100 cards will do be any good since they have similar performance.
My game looks like runescape right now, and I really don't mind that as long as I don't get those lag spike hiccups whenever a spell is cast. What I really hate is that even after buying a new graphics card, I'd get the same hiccup, and realize it's my CPU at fault, or my Ram at fault, and in the end buying an entirely new computer.

Right now my Laptop runs almost at a similar speed compared to my desktop.

The specs are:
i3-2350M @ 2.3GHz
4GB ram
Intel 3000 piece of crap video card
I have similar specs to OP's pc, and I have no lag, hiccup, performance issues with summons or lightning spells whatsoever. I used to , and I didn't even party because of that.

Upon suggestion from another user I simply redownloaded PoE, installed it on the same partition my OS is, and installed the latest ATI drivers ( 13.4 )

Bam, problem solved. Hope it helps someone else.

DuoCore e8400 3.00ghz
ATI hd 5670
4 gb RAM
Windows 7 64bit

Edit: I don't play with shadows on or any AA, I have High textures and 2x Ani however, along with Post Processing and Screen Shake.

Wait, after playing on my laptop a little longer, it performs BETTER than my desktop...Do you guys think the main culprit for my fps drop to be RAM? I'd get the same lag spikes whenever i summon totem, but the spike is a little shorter.
Your sole problem might be using the AMD card as seen in this thread:

I replied to your other topic but here it is again:

"Your laptop is smoother? Check your ATI drivers for the desktop...you should definitely see more FPS than your laptop. Also defrag the desktop, your hard drive might be chewing teeth looking for the game files since your RAM is lower than your laptop which means less game files stored in RAM and more hard drive access."

Someone from another thread mentions checking the name of the graphics card PoE is using (some people don't realize they have on-board graphics too):

"To check, start POE, then go on options, to the graphics tab (or whatever it's called) and check what kind of card is mentioned in the first option you can choose, I think it's 1 or two above the option whether you want to play windowed or fullscreen. In my options it's greyed out, meaning I can't change that option."

Also have you tried turning on the in-game performance monitoring (F1 key)?

Wanna dig deeper? I have seen bad sound cards/drivers max out a CPU (DMI interrupts or whatever) so check the sound card (or try disabling in Device Manager). Scan for malware and check CPU usage when idle.

Open up your computer case and make sure there's good ventilation, blow out the dust, clean the heatsink, verify the fans spin, etc. You also need to use a CPU/FSB/Voltage monitoring utility (SpeedFan or ThrottleStop) to check whether or not your system is running at full speed or clocking down. Many factors including your BIOS version can affect fan speed, heat dissipation, etc which can turn a 2.8ghz dual core into a piping hot crippled 800mhz calculator. Mixing RAM isn't the best idea for pickier motherboards, try matching sticks in dual channel mode. Could be a bad stick of RAM, test with Memtest86 or Windows Memory Diagnostic. Check hard drive for SMART errors with a utility such as EVEREST Home Edition.

Sorry, but I think I've worked for Microsoft Tech support for way too long. The answer you're giving me must've been the most generic answers I've ever seen. The fact that you're giving me those type of answers are pissing me off, and are an insult to my intellect. Seriously, "make sure there's good ventilation"? Your "Mixing RAM isn't the best idea" may be right, but your previous statements made me lose interest in what you want to tell me.

If you've read my entire post, you'll realize that I've explicit stated that I have ZERO (Absolutely NO) problem running ANY OTHER games I've ever came across INCLUDING CRYSIS1/CRYSIS2/FAR CRY 2/FAR CRY 3/BIOSHOCK 1/BIOSHOCK 2/BIOSHOCK INFINITE/METRO 2033/METRO 2034/Diablo 3 ALL of them on mid-low setting with SOLID 30FPS+.

Sorry if I've offended you, but I SERIOUSLY hate those "Update Driver", "Check ventilation" bullshit solutions. So whenever I see them, I ignore the rest of the texts.
