The 4.5 came from an average where 83.3% of votes were 7 or higher. He didn't care about the rating itself, just the discrepancy between the arithmetic mean and their weighted one. I doubt anyone cares at all about a rating based on 12 votes, except to say that it was strange result given those votes.
