Except for the fact that you didn't get 100 mobs in your example before the change. It was scalable as well, so before you would get 60*1.4 = 84 mobs at T15 (except for rares). Your math is wrong in that regard. Basically, they swapped that 1.4 multiplier from monster density to quantity of drops per monster.
Now the rare mobs also have a 1.4 modifier, making loot drops even more rewarding.

I know what you mean. You might be correct here. I dont know the actual math behind it.
They swapped the multiplier over to efectiveness. Monsters get extra effectiveness instead of Pack Size.
Also the math in itself is correct the assumptions were wrong

Wrong. They reduced pack size not number of packs. The numbers of rares are still the same, and all loot comes from rares ( so it was a straight buff to loot)
