Your ES is full. Do you mean your life is not recharging?

You would need to unhide your characters so we can see if there's something like Zealot's Oath or some item causing the interaction.

You have Ghost Dance allocated, as shown by the Ghost Shrouds in your buff bar.
This means that your Energy Shield cannot recover above your Evasion Rating.

You need more evasion rating.

He has enough Evasion Rating, and looking over the character in PoB, I didn't see anything that would cause it to dip down low enough to not be able to recover.

The character isn't in maps yet, so there are no area modifiers that would lower its Evasion Rating either.



Looking at the video, I think this is the result of lag.

You can see the latency bouncing between 70-90ms and 200-500ms during the video. The point at which the recharge stops isn't consistant.

Part of my understanding of damage over time and recovery over time is that, for the sake of using less bandwidth, the game tells the client when the damage/recovery starts and when its finished, and the game can get desynced from the server on the matter. Part of it might also be the client discarding "redundant" calculations in order to be less CPU intensive.

Even with a good connection, this seems to happen to people when dealing with a small enough unreserved Life or Mana pool that takes no time to fill up. The server said that the resource is full, so the client stops calculating simple recovery over time like leech. Judging from what's happening here, it probably stops calculating recharge as well; I can't remember off the top of my head if regen seems to be included.

The connection here looks unstable due to packet loss, which probably allows the issue to be much more visible.



I wasn't as sure of this before, since the video demonstrates taking more damage, which I assumed would make the server and client sync up again--but it seems like it doesn't because there's no hit, just damage over time.

While an instant life flask would force the life to be sync'd up again, I don't know if that would force the ES to sync up.
I'm also not sure if the /oos command would force the ES to sync up either.

If neither of the above work, I would suggest going back to a labyrinth trial in Act 2 or Act 3 where you can take damage over time consistantly from the traps like you do in your video, and replicate the problem.
When there's a sizable gap between where recharge "stops" and your max ES, go look for a weak enemy, and see if your ES jumps up more than consuming a Ghost Shroud would recover (around 200 ES).

If any of these three methods work, then your ES is actually fully recovering, and looking like you're not at max is just desync.
I cannot find anything else either and evasion is definitely plentiful for Ghost Shrouds, so lag does seem to be the most likely fit.

I did see one interesting thing that may be throwing you off, but not the same issue. If you are using a flask, your recharge delay does go from 2s to 4s due to your amulet. So keep that in mind if you are "randomly" seeing long delays for ES to start recharging again while using life/mana flask.
