You're stating the skill Icestorm scales with Intelligence, but it doesn't.
It sure takes advantage of the Whispering Ice %spell per intelligence scaling, but as much as any other spell you could use ?

You cannot get Icestorm without the staff. Therefore, all mods on the staff always apply to Icestorm. Its damage always scales with Int (and applies Exposure). Nothing misleading about it.

Maybe i wasn't clear enough.
I didn't say you were wrong in the numbers (as in, damage numbers of Icestorm, if ever calculated)
I said your phrasing was misleading, because people could read it as Icestorm double dipping on Int, the same way it actually does in POE1.


Context for other readers :

In POE2 (same as POE1), with Whispering Ice, your Spell Damage scale per 10 Intelligence.

In POE1, Icestorm itself scales base cold damage per 10 Intelligence.
In POE2, Icestorm itself does not scale with Intelligence, at all.

My whole point is this : Icestorm doesn't scale with Intelligence, your Spell Damage scale with Intelligence !
Which actually means you could actually pile up on Intelligence and play any other spell with the same bonuses (damage & exposure).
Which means you could add another spell (cast or trigger) to the build with it scaling the same way as Icestorm.
Which also means that Icestorm itself doesn't bring another layer of Intelligence scaling into the mix.

As per your last comment logic :

I cannot get Heart of Ice without the Staff.
Therefore, all mods on the staff always apply to Heart of Ice.
Its damage always scale with Int (and applies Exposure).

Except, Heart of Ice doesn't deal damage nor does it apply exposure, and sure doesn't scale with Intelligence.
