Does GPU-Z always show PCIe x16 3.0 @ x4 3.0 even with nothing opened?

The game does not dictate what your hardware negotiates at.
Not sure if you have a

It should show x16 4.0 @ x16 4.0

  • your card is seated properly
  • your card isn't damaged

Edit:
Make sure there aren't any power saving shenanigans going on for the PCIe slot in Windows.

Settings > System > Display > Graphics

Add the game .exe file

Once added hit Options
Select High performance

Lastly, you can hit the ? next to the PCIe part in GPU-Z and click Start Render Test to see if your interface jumps up to x16 4.0

Got this solution, sharing the link to that thread. Give it a go (does not use the DDU route)
Suggestion for all Nvidia users: go to the Nvidia driver issues thread and post your problems to create pressure on them to look for a fix: https://www.nvidia.com/en-us/geforce/forums/game-ready-drivers/13/574380/geforce-grd-58129-feedback-thread-released-91025/
