You will 9 times out of 10 loot a rare tier 5 item with absolutely useless stats because they still have a much higher weighting and now are considered 'high tier' stats. This 'system' is also directly tied to IIR on your gear/map, just as it used to be in poe1.

Ergo - no improvement whatsoever - try with something else (you won't find a singular improvement - let me save you the time).
to me its a massive improvement because i can control my loot scarcity with it. but this is off-topic to the OP, if you want to discuss such changes please make a thread and we can discuss it there later today.
