Not letting me add a prefix with my eldritch exalt orb to my warlock base boots

I have warlock boots with fractured energy shield % and all 3 of my suffixes are full leaving me with 2 empty prefix slots and my eldritch exalts are saying I can't have another suffix mod but my searing exarch mod is dominant?
