Maybe build are completed in level 90 but defences are completed in level 120 if we consider the one shot death vital for the game's mechanism.

So these 10 passive skill points are significantly necessary if someone wants to counter bosses in ruined difficulty. And yes this is the purpose, this is the fun play at all. Reaching and beating max level bosses. Otherwise its better to play Tetris.
