Turning off Nvidia Reflex solved this for me.

I have same isssue (13900KF and 4090) for me with DX12 engin, when I switched to Vulcan engine problem solved.

You don't need to post your PC specs :D They just fcked it up massively, the game supposedly runs on DX11, lol. That's why you can't even use any upscaler and it runs like dogwater. That is crazy, worse than actual launch of EA.
So it says it runs in dx12 but is actually running in dx11? That would make sense though because performance is awful and i can't use any upscale mode outside of NIS
Did you find any fix for it?

Nah there is no fix, you can't fix something like that. The game forces DX11, they have to change it themselves.

This started since the new patch/season, is anyone else experiencing such issue?
The game is stock - no changes or anything (straight from Steam), the PC specs are far more than enough to handle it (7800X3D / 4080 Super)
When I'm stationary (everything maxed out) - 144fps (cap)
When I move, attack mobs or practically play the game - 15fps
Edit: Thanks to user: "shi42#4174", if you have the same issue try disabling "Nvidia Reflex", it fixed it in my case.
YEP SAMETHING FOR ME.... not played because of crash try now thinking everything would be fixed... but nop ... still a shit show
