Skill levels gated behind RnG ???

Love the game but i really cant see why my skill levels are gated behind rng. In poe 1 i could lvl my skill gems by killing mobs and i was able to overlevel the gems in lower level content if i found my skill lvls too far behind for the difficulty and monsterlevel in higher tier zones. I really dont understand why my skill lvl all of the sudden have to be very rng based especially for lvl 20 gems, so far i have 2 chars above lvl 90+ one of them is about to hit lvl 94 and i have found ONE lvl 20 gem from doing hundreds of maps ???? and thats counting both chars and my lvl 70+ warrior not to mention ONE single perfect jewellers orb found.

I get why items and gear is rng but having skill lvls gated behind rng just feels wrong, they should be able to lvl along with ur char in any content and should be based on ur character lvl and not the content ur running

Yeah its really bad, it also creates these weird "softlocks" that can happen to a new player who isn't copying a meta build in campaign. They get stuck on a boss but can't get more damage because no higher lvl skill gems would drop until they get to a later zone, but the boss is blocking progress. And gambling for gear while re-clearing campaign zones is just horrible gameplay to have.

This is something that I kinda agree. At the very least let us drop level 20 Gems at T 15 maps and see some of them drop in T 14s.

Now 20 lvl gems drop only on areas with lvl 82, such as T16+2 maps or +2 difficulty runs of twisted domain, logbooks, maybe arbiter as well
I have two level 90+ characters and have found exactly zero perfect jeweler's orbs, so you're doing better than me I guess.

Somehow it's easier to make a properly colored 6L in PoE 1 than it is to find a single orb in PoE 2.

Imagine trying to make a 6L level 21 gem in PoE 2. Haha. Good luck.
