They only increase chaos damage if it is chaos damage tied to a spell. Any damage you add to a spell should be increased by spell damage mods.

If you attach added chaos damage to, say, flicker strike, then it won't be increased by spell damage mods. But because flicker strike modifies base damage to 140%, the chaos damage will also be increased by 40%. If there were any passives that increased ALL melee damage done for whatever weapon you were using, instead of physical (I'm not aware of any), then it would also increase the chaos damage tied to flicker strike. As you can probably guess, elemental weapon damage won't work on chaos-based weapon damage either.

I will just say that I hate that there is no resistance to chaos. I don't care that it goes through ES, but for any class other than one that uses CI or stacks loads of health, there isn't really any way to defend yourself against chaos like you can with elements.
There is chaos resistance. It's just extremely rare right now. I'm betting GGG will make it slightly more common before releasing more PvP content.

Dude.. seriously? Anyone can spend money to support a game that they believe in... even if they never intend on actually playing said game. No one cares what you would or wouldn't do with your money.
