Uniques are worthless (petition)

Uniques should either be weird build enabling or just be flat out better than 90+% of rares of the same level range/gear tier. Those should be the only types. I've found a handful that look interesting but I can't think of any reason I'd use them in lieu of something that just gives me defenses and resists or something, and if it's worse damage as a weapon then it doesn't get used, flat out. I'd be curious if uniques and be tiered, too, as I noticed higher level caster weapons have a higher level innate spell, so if you could get like Advanced and Expert versions that could help, as well.
