Give Belts +charms as a stat and Boots +%movement speed implicit
I do think that belts and boots basically having only 5 available mod slots is badly designed. We have the implicits that are more often than not empty for boots so it would be great to not have to throw a good pair of boots into the bin/recyle them because they don't have a movement prefix. The same goes for Belts. The last patch clearly points at the fact that we should get to use 3 charms, but that also erases one belt mod. All belts do have the "charm slot:1" as a stat so I think this should just scale with the item level and Unique belts could play around with that stat as well

Honestly, I don't understand the design for charm slots. I can see why you might limit it as the player levels, but by the endgame I feel like every character should have all three slots available and should be making meaningful choices about which charms to equip, not whether to equip more than one charm.
Also, despite recent changes I still haven't ever seen the +charm slots affix on a belt -- and believe me, I've been looking, GGG. |

Hear hear. Boots getting move speed as an implicit is a really, really good idea. Doing something similar for belts would be good as well. Maybe there's a way you could make the Implicit "+(0-2) Charms" on higher tier belts?

I'm torn on boots +movement speed.
I think making it an implicit on every set of boots is kind of dumb. At that point just buff player base movement speed... But it does suck seeing a cool pair of boots that don't have it. I'd like to see two things regarding the boots I think: A) increase the frequency of the +movement speed stat on boots so it's on more of them B) a new potential affix for boots "sturdy" or something like that, is impossible to coincide with movement speed. This new affix should apply BIG buffs to all other affixes on the boots. I think this does a couple important things: 1) more movement speed boots out there so you have more options to pick from, currently 90% of boots are instant-trash without movement speed. 2) now you actually have a decision to make with movement speed. It's nice to have, but maybe you get a new "sturdy" pair to drop that has MASSIVE affixes aligned with your build that make you significantly stronger. |

+1 at least on charm slots, it feels like we're missing a currency orb that's supposed to give us more or something; why does only one unique in the game have more than one slot?

I disagree with boots. It's a choice either to be able to move easier out of the way of attacks or have a different positive modifier.
I have no strong opinion on the belt, but it's one charm (that works when activated and having charges) vs one permanent modifier - so it's again a choice, and maybe should stay as such. |

It's absolutely ridiculous that boots don't have MS implicit. No way to get it guaranteed via rune/soul core either.
I found a unique pair (Obern's Bastion) yesterday that didn't have a MS affix and went "oh so it's a joke item" because why would I ever swap out even mediocre boots with +MS for it? My proposal is that all boots get a flat +X meters per second movement speed implicit, and the values for +X% movement speed affixes be rebalanced accordingly. |
