Poe2 Endgame bugged / Citadels do not spawn/appear in the endgame map at all

lvl 94, je joue depuis le début de la ligue, pas citadelles en vue et je suis allé au monolith.

I was also level 94 with zero citadels.

I'm already level 95 after countless maps done, and I did not see a single citadel.

I think I found out how to solve this.

I checked the monolith - first thing I noticed was that to "Traverse" (travel) to it, you have to click not on the red skull icon, but in the middle of that red tower.

Once you travel there through the portal, in the first area, you will see a "Mysterious Obelisk". Click on it, and it will start to rotate and glow red. After that, your quest line will activate, and you will start to see citadels appearing.

It baffles me why Doryani didn't say anything or have a quest for it in the first place. It's like at the very beginning of the map device location.
