It does not add depth or meaningful choice, it is just another limitation, that adds no fun and just reduces build diversity. No one was complaining on POE 1 that you could use wtv you want.
You already have 5 support skill slot limitation. The depth and meaninful choice comes from the skill combos and how you want to customize each one of them, support skills are not all about dmg and many of them have drawbacks.

Without restriction: Every skill is mandatory same 4-5 supports based on build including damage increase, crit, penetration, cast/attack speed, ailment boosts. Boring, dull, uninteresting
With restriction: Determine which skills most benefit from what kinds of support skills, which needs speed, which needs more damage, which needs penetration, which is situational, which is for clear, which is for nuking rares/bosses. Requires thought and consideration.
PoE2 so far requires far more consideration into what skills to use and how their supports work and is also built around using more than one skill 99% of the time. With only my warrior advanced beyond act 1 right now, I am using all of my skill slots, even basic attacks get thrown in here and there. I've got my bread-and-butter clear skill (Rolling Slam with armor break)), movement skill (Leap Slam with consecrated ground), a skill with range (Sunder with extra AoE and aftershock), a warcry to empower slams and maintain rage buildup, and two situational skills mostly used for bosses (Hammer of the Gods with with exploit weakness, and the chargeup slam with hourglass). If you only wanna run around with one skill, PoE1 is for you. If you like more interesting interactions and build options, PoE2 is for you. They've built from the ground up to use this system, may as well ask a hero shooter to remove Ultimates.
How many support slots have you unlocked on the character that uses all those different skills?

SAme 4-5 supports in every skill because they are best damage supports for your build isn't meaningful choice, it's braindead easy, if you do anything else you're making the CLEARLY WRONG choice. That's why this limitation exists - to make choices truly meaningful.

What feels meaningful to people is highly subjective.
Sure, I could use spell #1 for applying chill and exposure, spell #2 for applying freeze, spell #3 for consuming ailments, spell #4 for critical strikes, spell #5 for culling strike, spell #6 for general mob clear/AoE, spell #7 with cooldown for single targets/bosses etc., but I don't find that meaningful, just a hazzle. What I find meaningful is having maybe 2 spells that I switch between together with a curse or two.

Then you're playing wrong game. Even from the moment it was announced as PoE 4.0 we knew it was focused on utilizing multiple skills on combos. Thankfully for you they decided not to make this a patch for PoE1 and instead made it a standalone game, so you can still enjoy your 1 button builds and lack of any meaningul choices in PoE1.

Actually a lot of people were complaining that supports were absolutely stupid in PoE1. They could have just been removed instead.
