Arc chaining bonus bug

Really hoping this is on GGG's radar, especially since Chain Support is one of the first recommended support gems for Arc

Please fix the chain bonus on Arc! Also, on a side note, please double-check if it is working properly with Orbs of Storm, as it doesn't seem to proc the extra chain.

Can report the same on my side - doesn't seem like Arc gains any bonus damage against a single target
