We knew it's closer to ruthless poe 1 than regular poe 1.
We knew the campaign is more difficult and slower compared to poe 1.
We knew it's not for people who don't want to dodge any ability or attack.
So why are you complaining now? This is exactly what was promised.

First we have to assume that everyone knew what OP claims they knew
Some might just had expected more of Path of Exile in ... Path of exile 2
Then it's more that people were expecting icecream, but was served pancakes ^^

Jonathan has stated in dozens of interviews that poe 2 is more of a souls-like game than an arpg as we knew, and that it's not made for poe 1 audiences
We've seen dozens of gameplay trailers
What else do you need? We knew this on the day they decided to separate the games.
