Poor performance with Nvidia RTX 3060

I got 3060ti with ryzen 5800x3d,nvme ,all settings optimazed ( i`m a tarkov player i know wut poor opt means) ,but game still sits on 70-80 fps no matter what i do. GPU is at 99% all the time but doesnt heat up at all ,it`s 55C chilling for some reason. I always thought if your GPU is loaded at 99% it should heat up. any professionals?

Having the same problem
Directx 12: capped at 40 fps
Vulcan: capped at 40 fps
Directx 11: I can go to 90 FPS but drops below 20 regularly

Specs:
- AMD Ryzen 5 3600
- rtx 3060 ti
- 32 gb ram DDR4 3600mghz
- 1tb ssd msi m370
- FRESH OS windows 10 Pro with GPU driver updated

Everything is on minimum. DLSS and Ultra performance is not helping.

GPU load is always 99%, CPU load vary from 20% to 90%

I dont believe that the 3060ti is a bottle neck :\

FOUND A FIX!
This is so stupid, but...
My GPU was plugged into PCIE-X4 slot instead of x16. You can check that in GPU-Z for example
Now i have 60-120fps on high settings and DX12
