Game keeps reloading shaders all the time
" Filling the green shaders bar is normal as they need to be loaded. That's just showing shader activity. How quickly they process heavily depends on your CPU, GPU, Memory, and SSD/NVMe, and your overall system configuration. If you're having major FPS issues when this happens then your system is struggling to load these assets and a sacrifice has to be made somewhere. I don't have performance issues with this game and my loading is very fast. What are your pc specs? MSI X870E Carbon WiFi, 9950X3D, Sapphire Nitro+ RX 7900 XTX 24GB

" Something is off then I'd say considering you have good hardware. Are you on DX12? Also, what do you normally run your fps at in game? How high of settings are you running in the game? Do you have your resizable bar enabled in your bios? Are you on the standalone or steam version? Have you tried rolling back to the earlier version 552.22 or maybe the late January driver release by chance? To compare with mine: Ryzen 9 5900x Asus 3080oc running 3 monitors at 1440p (in game I cap at 120fps) 32GB DDR4 SN850X M.2 Win 11 In game settings are mostly all low + DX12 Swapping zones for me takes 2 seconds max and my shader bar ramps for a quick moment then shoots back down (along with my cpu + gpu ms while processing). " Yeah, that may be it. It took a lot hours to make it run smooth again after that update they did to their engine. it's that or there's something on your computer lagging the game. Perhaps it's Discord? i've seen other games have problem while discord is running. or a update in the background or something else. Disable Xbox game bar too - that used to be a problem for lots of people, me included. umm, you could also try to run CMD with sfc /scannow i think. It looks for Corrupted files and replaces them if there's anything that's not working correctly. Im not an expert, but i would like to try and help. It may very well just be the shaders too.
