While working to finish challenges for the league I was looking for clarity and came across this thread.

"Defeat 100 Rare monsters in Tier 16 or higher maps with at least 80% quantity while they are affected by Magistrate-Haunted modifiers."

The wording of this is what caused confusion.
"RARE"
Rare = Yellow
Magic = Blue

Comparing this wording to EVERYTHING ELSE IN THE GAME, one would assume this to mean the pack was shown as Yellow when opening the map. This, however, is not the case: they will be Blue.

If anyone else comes across this thread and is looking for clarity --
Take the Atlas Passive; Imperial Wraiths.
Put the map in the device, click Activate
This opens the "Lantern" section -- look at the packs shown.
In each of the packs shown there is the Roman Numeral, mouse over this and look for Magistrate-Haunted. Move this to the top so it becomes the most abundant.

Enter the map and move towards 40/40

Edit: After continued testing a pack marked with the VI (Roman 6) can be moved to create a VII (Roman 7) and become a Magistrate Pack -- only if the pack has its roman outlined by a green aura. This means, when swapped, it will upgrade the pack taking its place by 1 tier. Red aura means it lowers the tier (which obviously we don't want in this case).

Example-
A green 3 and a normal 6. Swap these to create a 2 and 7

This means we are looking for any natural "tier 7" (Roman VII)
-or-
A tier 6 (Roman VI) where there's a slot with the green aura to swap to.

Also check that the pack has a Pack Leader. If not, use an allflame that adds a Pack Leader. (Allflame has a line that says "pack contains pack leader")
