This has happened before and they took weeks to fix it, get comfortable, they won't even acknowledge the issue as the AU player base is too small for them to care.

So I just got a call back from TPG. They've acknowledged the issue and have escalated it internally. However, they're asking for a reverse traceroute (i.e. a trace done from the server side) to help with their fault finding. Is there any way to get the attention of GGG on this? They're the only ones who could provide that trace.
The problem network appears to be Lumen, who used to run a CDN but have since sold off those customers to Akamai, and are now winding down those services. I wouldn't be surprised if they've made some change in their network to throttle traffic running through their POP given that they've turned off their CDN. Either way, both GSL and TPG should probably stop peering with them. Curiously, according to the GSL looking glass, the route advertised to them by Lumen is only a few hours old. |

The issue appears to have been resolved. :)
