Tornado of Elemental Turbulence not working with Elemental Overload

The new Tornado of Elemental Turbulence doesn't seem to work with Elemental Overload. The tooltip doesn't change with the buff and testing with cruelty the buff is consistent with/without buff when it should be increasing.

Oh! But that's strange. Unless I tested poorly the cruelty buff should have changed. I tried on an act boss and it was 28% with and without EO when it should have changed.
