(You might need to download and install .Net from MicroSoft's website to run VisualGGPK, it will prompt you if so.)

Since then the path seems to have changed a little bit, now it seems to be in :
Content.ggpk > Bundles2 > metadata > itemfilters > default.filter

You'll have to put it in the folder that you can get from
Options => Game => Item Filter => Open folder
which should usually be Users\*user*\Documents\My Games\Path of Exile\
(Windows8+ might have it under OneDrive, which might cause additional issues sometimes ?)

Note that you'll have to put it in that "root" folder and not under \OnlineFilters\ for it to show up.

It seems to be a regular UTF-8 text file that can be edited by any text editor.

Specifically for Ruthless, you'll have to rename the extension from .filter to .ruthlessfilter.
And you might also have to replace the lines Hide with Minimal, but the current one doesn't seem to have any Hide lines.
