Challenge Ultimate Undertaking doesn't complete for Inscribed Ultimatum

I've tried this encounter twice now and it will not give credit. The Inscribed Ultimatums have 8 Mods and are level 83. I found other posts, but no formal bug reports submitted. I have a video recording if needed showing the mods.

8 mods and area lvl 83 didn't proc it

10 mod, area lvl 83. Did count towards x/10 red tier inscribed ultimatums though.

9 mod 83 no progress

Ran two with a friend. They already had the challenge, none of the completions gave me the challenge "Inscribed Ultimatum in an area level of 83 with at least 8 modifiers".
The first, 8 mod below, gave me "Complete Red Tier Inscribed Ultimatums" which completed the last needed for 10.
