Like:
Damage Penetrates % Chaos Resistance (Poison DoT don't count for it?);

Ballistas can penetrate (but DoT itself cannot penetrate)

You get the flask charges (but you probably won't get increased Flask Charges gained if you kill with DoT)

Leech will be applied to ballistas (but again, DoT can't overkill and can't lich)

Fothermore i ran some maps before with tincture which has:
% chance to gain Onslaught for 10 seconds on Killing Blow
And this one was proccing correctly.

Didn't you use Wilma's requital at that moment?
