Does this tincture only work with the weapon, or actually with ALL damage, like spells?

It says all damage, so if its dealing damage then yes.
But tinctures are weapon only. I doubt they will work for spells.
I guess it depends if its a local mod, or a global mod? With GGG who knows.
Tinctures apply to your weapon. I think it is somewhat safe to assume it only works on attacks.

Spells don't need more power... Then again, the ascendancy is less versatile if half of it is attack-based only...

I guess GGG will have to say something about it eventually.
The fact it says it applies to weapons heavily implies it's attacks only, otherwise there is no need to specify weapons and it could have just been a toggled potion of some sort. If the effects are global and apply to spell damage then I feel like the mechanic is worded/designed in a really confusing way, which could very well be the case.
Will work only for weapons just like your weapon damage only increased attack damage, not spell damage. (except few cases like Battlemage)

Since it says 'damage' and not 'strikes' or 'attacks' then it will very likely apply to spells as well.

Unless wands are suddenly no longer weapons.

Wiki updated and the league is not even active?

If this is the case the logic holds true and will make bow builds absolutely OP yet again.
