Locomancer Achievement 90/91

I made a new character and played through the game to get the locomancer achievement. I followed this guide:

I reached the end of the game and at 90/91

Is this because the Oriath waypoint is inaccessible due to it being removed from the epilog?

It was Halls of the dead the whole time

That still has Oriath in the epilog as a waypoint to get to 91. Oriath has been removed from the game sense 3.17. So that makes even the wiki's list 90/91

Oriath docks still has a waypoint after A10 Kitava, in the area where you meet up with Lilly, but that should already be "blue"/tagged.

Weird, it's not an achievement that I can do again, having done it already, save for noting each waypoint on a new character. :)

I went back a killed Kitava again in case it was a different instance of the same town after the fight and it either wasnt after the first kill, or it wasnt the last one.

I count 91...

8+10+12+5+5+9+8+9+5+3 Acts
+10 Towns
+1 Epilogue
+1 Menagerie
+1 Delve
+1 Lab
+1 Tane's Lab
+1 Tota
+1 Heist

Menagerie, delve, tanes lab, tota, and heist dont count towards achievement. Has been mentioned many times in what ive been looking at.

Ah, OK. Well... reading and counting are both hard, OK? :-P

I recently made a hardcore character to work on those achievements and documented the waypoints I got as I went thought the acts. Which waypoint did I miss or is the achievement currently unobtainable?

You already had the achievement. So where did you find to replace Oriath ?
