In PoE2, can we make leveling CI builds not suck please

Im just going to whine a little that low investment es is total usless garbage. While ev and armour is always useful es just gets deleted and functions no more. But at least there is divine shield, ghost shrouds, inquisitors es recovery, aegis aurora which are decent amount of mechanics, however if a build is not using them then unfortunately its super trash. (Eb also works if it is not taking damage).

Recently i had a build puzzle- how to make use of hierophant's 2000 ES (mostly from mana). Without aegis aurora, low ev, no regen it is difficult to have any meaningful es recovery.

Edit:
There could be a mod- energy shield starts recharging when your non energy shield have taken damage equal to your maximum energy shield.
Since it would be overpowered with eternal youth then if there would be corrupted keystones then it could be a corrupted version of eternal youth. Or just add more flat recovery if not feeling creative, on block, regen etc.
