IMO answer is YES. Certain items and certain skills that have broken scaling. Dont have power to dig in web for proof. You should go for one shot mechanics. I believe it will be also expensive stuff.

you need good f**king badass gear and good build
And even you have the link and full build (despite may be outdated as it was done in 3.7).
