Viper Strike changes for dual wielding

Yet nobody uses the skill for its simple purpose: dual wielding melee poison build. This was my original point in my post as well.

Of course I am happy to see some charts where you can show me how many super cool Viper Strike melee builds exist and that many people are using it but I doubt there are any.
