Viper Strike changes for dual wielding

So I am not sure why the penalties for Viper Strike exist for dual wielding. Nobody uses the skill for normal melee attacks. I think the duel wielding penalties should be removed then MAYBE we would see the skill being used.

I don't disagree wrt 1H usage but Viper Strike is the only real solution for 2H pure poison builds. I'm guessing this is intended otherwise Viper Strike would above and beyond dominate the other existing chaos+poison chance skills?

2H Viper Strike 3.20 example
Yet another unpaid Path of Exile 2 Alpha Tester.
Read the skill description. The WHOLE description.

Viper Strike hits with both weapons when dual wielding so basically double damage, even more considering the inherent bonuses from dual wielding. The speed and damage penalty offset this a bit, you still do 2 * 0.7 * 0.8 = 1,12 damage vs only one weapon or in other words: 12% more (plus inherent dual wielding bonuses).

Whenever the player equips two one-handed weapons of any type, dual wielding grants the following stats:
+15% Chance to Block Attack Damage while Dual Wielding
10% more Attack Speed while Dual Wielding

+ the possibilities to use the passives requiring dual wielding.

This was the least useful reply I have ever read.

I 100% answered WHY a penalty for Viper Strike for dual wielding exist which was your question. Can't think of any way anyone could give you a better reply.

Maybe more background for understanding? Here you go: other attack skills don't let you attack with both weapons at the same time but alternate between the two. Better?

What else do you expect? Everyone jumping on your bandwaggon and demanding buffs?
Oh wait, there is more.

https://www.poewiki.net/wiki/Cleave
Cleave also attacks with BOTH weapons at the same time, oh look, it has a penalty in that case too.

https://www.poewiki.net/wiki/Whirling_Blades
Whirling Blades gets this treatment in 3.22 too, before that it didn't attack with both weapons at the same time.

https://www.poewiki.net/wiki/Dual_Strike
Double Strike doesn't have a penalty for dual wielding because it REQUIRES dual wielding therefore is already accounted for in the basestats.

Happy now?

Because when dual wielding it poisons from both weapons, it does not alternate like regular dw. DW VS is strong af therefore it has some penalties involved.

With new dual wield mastery DW vs single hand deals 60 or 70% more damage compared to regular dw bonus of 20% more damage (with mastery). That's why the penalties, so it's just not over the top broken.

With Tribal Fury splash damage anointment you can go all the way playing VS for clear and bossing.
