It's a double-edged sword.

The downvoting system on reddit also drowns out unpopular (but well-reasoned) dissent. That isn't the intended use of the thumbs-down button, but it is its de facto use.

Such an environment is what many people call an echo chamber.

Edit: On second thought, some sort of karma system would be useful for telling people they are making useless noise in the forum that is not welcome (without hiding the post in question), though I think it would also have a lot of abuse potential if it weren't implemented prudently, for example by limiting the number of thumbs-downs a person can give to the number of thumbs-ups that person has already received.
