It's about the mod that is in the title of the post, i.e. "Trigger a Socketed Spell every second while Channeling Blade Flurry or Charged Dash".
As the mod itself indicates "every second", i.e. cooldawn is 1s? The tooltip shows 0.5s.
Additionally, I increased the cooldawn recovery speed with sabauter ascendancy and the shaper mod belt, which gave a total of 43% cooldawn recovery speed. Tooltip then shows 0.35s. With the attack time also at 0.35 (0.36 I also checked) the triggered skill jams.
I have the impression that despite this, it is still triggered every 1s, as the mod itself says.

The tooltip is just misleading, and cooldawn recovery speed doesn't matter?
