Siege Ballista crucible node on Iron Commander causes totems to shut down

I'm having the same issue, as others have stated, the tooltip "attack time" appears to display the expected values if the speed increases/decreases are additive (i.e. 5% inc attack speed per totem when all totems are summoned), but what actually happens is that all totems stop attacking after enough are summoned.

Additionally, it appears that any totem that has stopped attacking will not ever attack again, even if the # of summoned totems decrease via death/expiration.

Fixed a bug where increases and reductions to Shrapnel and Siege Ballista Attack Speed were applying twice.
