Yeah!
Internet is a real bottleneck in PoE - and your internet connection can also have several bottlenecks between your computer and the game servers. A good router and a hard connection is the best you can do here, as well as good bandwidth, of course. The rest is GGG's and your ISP's responsibility.
Your CPU can also be a bottleneck, as the game is more CPU heavy than it is GPU heavy, at least in my experience.

1650 in itself is enough for PoE, the most important things for me are internet upload-speed and a fast, mobile hard disk/memory, preferably DDR2 or above, else your loading-times between areas are massive.

No amount of GPU can solve POE issues
It is limited to single core performance and is not a very optimized Engine

it all depends on the requirements, which is defined by the desired pixel output.
if you run a 3.840 x 1.600 Pixel (UWQHD) monitor you will need a RTX 3080, at least this my setup that works for 2 to 3 man parties.
if you run a 1600 x 1200 monitor, a gtx 1070 would probably be fine if you play alone.

First of all nothing indicated that OP is currently using a 1650 and considers upgrading to a 3050. If they had a 1650 right now they could simply boot up the game and check if the game runs within their expectation. Other than that there is currently no need to bring CPU's into that debate. You don't know their target resolution, refresh rate, potential other hardware used in their current or future build.
Oh and just for your interest you don't need a 550w psu on a 3050 build. That card draws 115w to 130w max. Throw in a somewhat modern cpu and you're looking at a 450w psu at best - and that is with plenty headroom.
Again, all speculation because only op knows. They asked which would be a better pick, we delivered. In that case the 3050, no doubt. Cheers.
