Can't refund passive points

I have the same issue, I really can't see why. All notes are connected, but refunding doesn't work.

I tried clicking on every single one on the tree with or without any gear on the hero and still was not able to refund.

Just to be sure: Is the problem that the "Apply Refunds" button stays dimmed after you select the points you want to refund?

I can't select a note to refund and the button remains dim.
