What are the requirements for a sanctified relic to drop?

I have read everywhere online and nothing is concrete... I have read the relic needs to be Ilvl 75, guards and bosses drop them.

So I have to do the entire sanctum in 75+? Do I have to do something to unlock the relic slot first?? I have done the 2 quests in acts.

I'm doing every boss fight in yellow maps and every merchant in tier 8 maps+ but am doing some white maps to build up the runs.

I am playing SSF HC ruthless.

I cant get another one to drop. Either there are other hidden rules or the drop rate in Ruthless is abysmal. Or I am really unlucky with that.

how do i know ? its ruthless ALL drop rates got reduced by insane levels
league mechanic content (not just current league) teh hardest cus its the most directly rewarding

So you dont know. They did not nerf all drop rates "by insane levels". Some special drops are probably same as in normal game. In terms of the topic/context here for example Lycia 1st form always drops a relic. Merchant also got maybe 1 relic on average. My guess is that relic drop rate is the same as in normal. Its the Sanctified ones that are the potential issue here.

Item Scarcity
The core Ruthless experience is that you don't have strong enough items to handle the content. Every item that drops has the potential to be an upgrade to your current gear.

In Ruthless, the quantity of items dropped has been massively reduced throughout all game content.

its just ruthless drop rates

lvl 81+ area you get one guaranteed as a drop from Lycia's final form.

Random sanctified relic drops from the sanctum are extremely rare even outside of ruthless, I had 2 random ones drop over the course of about 50 runs that were T16 difficulty start to finish in SC trade.
