Eldritch altars turning off movement skills
Eldritch altar mod "18% reduced cooldown per power charge" will regularly cause my 2.06 second frostblink to go on a 15+ second cooldown. Occasionally it just becomes permanently disabled. I have sat in a map for 10 minutes after it grays out to see if it ever comes back off cooldown and it does not. I am forced to either leave the map and come back or die.

Cooldown is determined on use of the skill, so even if the cause of the recovery rate is changed, it will remain was it was until it finishes cooling down.
So this isn't a bug per say, just how it currently works. You can just avoid altars that brick your build. |

" It is 100% not working as intended. Even at 7 power charges it should only be 126 *reduced* cool down recovery. Testing with >30% cooldown recovery should ensure it can never even reach 100% reduced CDR, but it still very randomly turns off. I'll be frostblinking along (always at 7 charges) and it'll go to 4 seconds 98% of the time, extremely rarely it'll go to 15+ seconds, and then occasionally it simply turns off. The inconsistency itself despite a consistent 100% uptime of max power charges makes it very clear it's a bug. This altar should not be bricking my build. How to Report Bugs
" Frostblink (15–19)% increased Cooldown Recovery Rate for each Normal or Magic Enemy in Area (80–99)% increased Cooldown Recovery Rate for each Rare or Unique Enemy in Area In combat, Frostblink will recharge, but if there are no enemies nearby, % reduced cooldown recovery rate will exceed 100% and recharge will be stopped.
