Cannot Invite/Whisper/Trade etc. without adding people as a friend first!

In game, I can somehow ONLY add friend, report or ignore people. This applies both to chat, trade requests from whispers and even players standing in town.
Only AFTER adding someone as friend, I can invite, trade, whisper etc. them normally. Deleting someone from the friend list seems to also reduce the possible actions back to just add, report or ignore... Please fix, it really impacts the trade experience badly, even very early. Dunno if this is the case for many other players, but seems another trade partner had a similar issue. Same issue here, the trade message goes through, but everything past that will not work unless I add people as a friend.
