Twitch drops seem to be enabled for roughly a working day in length which exactly coincides with regular working hours where I live. I don't know why twitch drops can't be enabled for 24hrs to give everyone a chance.

Simple way to do is to launch the game and see the countdown, then calculate the exact hour as per your current local time.
Daylight saving procedure varies the time difference between regions during the year, so it is error prone.
In my opinion announcing the time in UTC makes more sense than PST for worldwide audience (PST is UTC-8).
