Yes yes, but one of the biggest draws of Legacy league was the ability to gain rampage/onslaught at any point in the game. Leaguestones didn't just influence the content you encountered, or the drops they left, they changed how the game played. The idea was to replicate a few random league mechanics at one time (up to 3), without having to wait until the endgame to experience them. It was so much fun...
There were also a lot of interesting explicits that leaguestones could have.

They also provided opportunities to drop HH's very early in the game.
But to reply to the OP, I want Legacy league, including legacy Harvest crafts, and I would trade Tempest for it.
