Is it possible to improve this RF build within a 10ex budget?

Is there a good reason that PoB shows that Vaal Righteous Fire does less damage than regular RF with the same exact liks ? I do the comparison by checking one after the other in the box that it gives you when you have a vaal skill in your skill setup.
