When I tried HH on my blade flurry general's cry build, I simply replaced brutality and the build probably dealt 2 times the damage as compared to using ryslatha's coil, once I got a few archnem buffs. The build relies heavily on impale, yet the damage still was better. That's because of how crazy strong the archnem modifiers are.
The thing about HH right now is that it needs you to specifically build around it to take full advantage of it. You can no longer just slap a HH on any build and expect it to work. Moreover, some builds will indeed benefit from HH with more success than others, which is totally fine in my opinion.
I mean, not much has changed. HH has always been a must have, and everyone builds dreaming of getting one in the league, so nothing new. I would say this is a terrible and counter-philosophical design in a game where the premise is diversity.
People do not understand that the existence of this belt causes more problems than it solves. The community cry for the return of HH has implicitly stuck us back in the mud, where defenses and DPS are mediocre in many builds because, with HH, all these "holes" can be closed.
HH is a chase item and its ok to be powerful.
This needs to be fixed

Many complain that the belt slot has only 2 usable items (HH and Mageblood), but at the same time they will cry if both are nerfed....
Chase items contradict GGG's own philosophy, he just keeps them so that the playerbase thirsty for "easy power" can cheer them up, in addition to indirectly promoting his own game through streamers who constantly seek these items.

Uniques are made to be distinctive in nature, something only they can do. MB allows flasks to be empowered and constantly used, HH empowers you against rares, Watcher's Eye empowers auras you are using, Lioneye's Fall transforms melee into bow, Aegis Aurora is it's synergy with armor and ES, etc...
By correct definition, all of them are chased because they do something rares cannot, modifying your build in a certain way that you desire and several of them define diversity.
What you don't understand (or refuse to), is that without variance and uniqueness the game is bland and boring. Remove all melee gems and only allow Cyclone, remove all bow gems and only allow tornado shot, remove all spells and only allow Arc. The only way to diversify the game would be by the use of unique items that modify how the builds interacts.
HH is useless in a build without damage, MB is useless in a build with bad flasks, Lioneye's Fall is useless in a melee build, Watcher's Eye is useless in a build without Auras. And nothing in HH should turn a build that works into a shit show simply because they change it in a league they promised wouldn't fuck up any builds and forgot impale and physical exists.
If HH and MB are too powerful, bitch to GGG about it, they are the ones making the game, but don't give bullshit excuses as to why it shouldn't exist or why "nothing changed much" it fundamentally has.

Omni/Ashes were less than 1ex when the expansion was released, and by the end of the league, it was regarded as one of the most busted uniques for amulet slot. Must it be that value doesn't have much to do with power, but availability? This league it cost more than HH at some point. More over, if a rare is better than an unique, it'll be worth less. That's the case for most 1 alch uniques, their unique modifiers are not enough to be pursued. Does that mean they won't be better afterwards? Aegis Aurora, less than 1 ex, but because of buff to determination and Divine Shield (that didn't exist before mind you), was now really desirable, were before it wasn't. Reached well over 10ex, same supply as all other leagues.
Headhunter has it's purpose set as a Unique that is good against rare monsters. Doesn't say anywhere that you must be an elemental build for it to work. It didn't before, it's an oversight that it is now. If you're stupid enough to not realize what i was arguing to begin with, it's useless to consider any of your replies valid.

The value has to do with a balance between availability + added VALUE of the item, an item with 1 mirror rarity is worthless if it has no value/utility, and in the case of chase items: A LOT of use.
HH's purpose is not to "be good against rare monsters", its concept is extremely minimalistic and imprecise. Whether or not it is an elemental construction has never been in context in my statements.

(20-30)% increased Damage with Hits against Rare monsters
When you Kill a Rare monster, you gain its Modifiers for 60 seconds
Without those 2 lines specifically against rare monsters the item has:
+(40-55) to Strength
+(40-55) to Dexterity
+(50-60) to maximum Life
