FPS inexplicably locked in DX12 but unlocks on any other API

I'm not after a response from GGG, I just want exposure so that other people might chime in and say they have the same issue, or maybe someone fixed it themselves. Either way I just want the bug fixed and if I have to be annoying to have that happen, so be it.

Bump, still same problem.
On AMD drivers is Enhanced Sync ( synchronization ).
This technology prevents screen tearing but not decreasing capping FPS like in standard V-Sync.
Check if is some difference if you turn off on v-sync in game or driver applet.
Maybe there should be used some other setting of FPS control in dx12.

After lecture it seems dx12 is broken.

Sorry for the late reply, I just realized you posted this. Unfortunately no, I do not have enhanced sync enabled. I will admit that I had fiddled with it and PoE in the past though, so perhaps there are some lingering effects despite it being turned off? Anyway, still having the same issue.

Also on the topic of vsync so that there is no confusion: I do not have vsync turned on in-game, and I do not have any sort of vsync thing turned on in the drivers besides allowing freesync (I have checked to see if freesync affects it as well - still same problem off or on.)

I run the game in "windowed fullscreen mode", if that's what you mean by borderless fullscreen mode.

As far as my GPU supporting MPO I have no idea, nor do I even really know what that is. My GPU is an AMD 6700 XT, though, which is fairly new so I'm going to assume yes?

Also, what do you mean by "capped by the DWM"?
