Description:
Spoiler
This is a self-cast, crit, high AoE build that I have league started in 3.18 with success.

It can clear the entire screen with awakened spell cascade and awakened AoE. For budget, you can just use spell cascade and AoE support.

For bossing, we are using concentrated effect and intensify OR unleash for mobile bosses.

Items:
Spoiler
Helmet - We're looking for Intelligence, % intelligence, resistance, energy shield

Body Armor - We need +1.xx% crit strike for spells and % increased intelligence, and + intelligence as well as energy shield.

Gloves - Get temple mod (cold resistance and increased damage to chilled foes), fill with intelligence, energy shield and save a suffix for stun avoidance or stats.

Boots - 35% movement speed, intelligence, energy shield, resistance.

Amulet - Astramentis with annointed Tranquility. When you're richer you can buy one with 1% increased damage per 15 intelligence, %intelligence, %attributes and + intelligence and strength

Rings - We're looking for frostbite and elemental weakness on hit, then fill with resistances, intelligence, energy shield, stats etc.

Belt - Synthesized with %intelligence, strength, intelligence, energy shield, resistances. Can use cyclopean coil when league starting.

Update 10.06.2022
Spoiler
I've done 38/40, killed Uber Sirus, some Sheer Arrogance invitations, in general this is a well-rounded build. Feels very tanky with determination, molten shell, granite flask, frost shield, ES on hit with watcher's eye and some leech. You could move elemental weakness to hextouch on hydrosphere, and get %int ring with +1 power charge or something crazy like that. I swapped to awakened unleash and use the 1% per 16 int mastery instead of more intensify stacks. It works much better for bossing anyway, since they move, and we have to get new 5 storms on top of them - and our cast time is awful with this build unfortunately!

You could, up to your preference. Both Alira and 2 passive points are good choices.
Excuse me sir, but how does it self cast? I checked the PoB and didn't find any coc or something like that. The Icestorm skill is auto-casted by the staff?

The staff gives you the skill.

You can cast it (if you have the staff equipped ... that can sometimes be in issue in ssf...)

But it says self-cast, if i cast it, then it isn't self-cast. right?

I imagine that if you cast it yourself that thats what "self cast" means.
Yeah, self-casting is otherwise known as hand-casting. It's basically casting a spell yourself. As you can see in the video, I have to stop each time to cast the spell. It's not the safest way to play this game (stopping movement can mean instant death), but it's necessary for big dmg numbers. We have huge area of effect, chill/freeze and enough defenses to handle pressure though.

Thaaanks! When I read self-cast, I imagined something like autocast. My bad!
