Atlas Passives for Jun missions not proc'ing
You can get it seems up to 17% (or so) for a chance to get a Betrayal mission on defeating a map boss, so one every 6 maps or so?
Could just be a bad streak of RNG; if you being boss rushing you should get more missions in a shorter time since you're going straight for the boss and skipping mobs. Mechanic Misconception:
Are your minions "randomly dying"? Do you have the Fleshcrafter unique equipped? If you answered "Yes" to both of these, high chance is that your minions have over 50% chaos resistance, converting 100% of their HP into ES, killing them. |

If you read the tooltip under these passives, you will know that master missions are not extra content.

Not only that there are no missions accumulating, but those accumulated are not working, Syndicate not spawning on a map but map device missions are getting spent.

If you're choosing to use a Jun mission but nothing is happening, it's likely that you have safehouses to run and no encounters can generate. Check with Jun.
If you're concerned about not encountering her naturally very often, please remember that, as a Master, she only has a natural spawn rate of around 2%, as Master missions are not considered "extra content" and are unaffected by the various modifiers to the chance for those to spawn. Additionally, she won't spawn if a different master is forced to spawn, such as Einhar with Bestiary Scarabs or Lures, Niko with Sulphite Scarabs, or them or Alva with their own master missions. Atlas Passives for Masters typically increase the chance to receive one of their missions upon completion of a map, rather than improving the chance of encountering them randomly - the idea is that you get to choose when to use the "random" encounter to earn happens. If you aren't accumulating Jun missions at all, check to make sure Jun is placeable in your hideout, as if you never encounter her at all during Act 9, you may need to go and talk to her in Highgate there before you can start accumulating missions for her. |
