A Call to Arms quest bugged

I have this bug too, its driving me daft! I just want to play the game.

Just glad I am not alone!

then fix it? tried all kinds of things to fix it,

- run the first 4 x tier 1 maps again and going to kirac each time
- tried to use the map device in hideout, does not work at all
- tried to follow the quest state of someone who just finished act 10 kitava, since the call to arms quest is just right after that, didnt work
- tried to click the button to enter the atlas skill tree, does nothing
- tried to use keybinds to enter the atlas, both of them, does nothing
- tried to restart game several times, doesnt do anything
- tried to click all the options kirac has, doesnt work
- tried to run kirac mission, mission does work but it does not progress/finish the quest
- the map device on the shore does work but you cant use "maven witness" i believe you can use the other 2 influences, but kinda need those atlas passives to make it more fun.

maybe its because the kirac is not the same kirac as the one you have when you first enter the shore, so you cant talk to the kirac that was there before since hes been replaced by a kirac in a quest state later into the game.

Does this bug also seem to impact the ability to use the map device? Currently I'm only able to use the map device if i use it through like Niko or Einhar's daily missions

Still no fix, please save us!

i manage to do it when i got level 68! kirac had the yellow exclamation mark then
