A Call to Arms quest bugged

ran maps with my friend after act 10 then when he got off went to go do my own maps/atlas. When I went to use the points I got from party play I could not open the atlas passive skill tree, so i looked at my quests and the quest a call to arms tells me to return to commander kirac and I clicked all the voice lines and nothing happens... I even tried running all the low maps on my own to see if that would fix it nothing at all so now i can't progress my atlas passive skill tree.

exact same problem here, 20 atlas points, can't open the passive tree for atlas... after getting off for a bit, i even had kirac light up with a quest (!) again and he didn't update/complete. i also tried returning through oriath(act10->karui thru lilly etc.) and still nothing. my guess is getting a maven item before unlocking the map device (which seems to also lock passive tree entirely, which might tie into this.)

I have the same issue. But got access to the Atlas tree.
Can't finish the quest and can't see new bosses progress on the atlas. Playing on SC Standard. |

No fix yet and now we have 3 t14+ Blight maps and they all fail to open...
