You have a point, datamined info can be misleading. It shows you all stats, including hidden and irrelevant ones, you're not supposed to know about.

Commandment of Inferno originates from Firestorm and inherits its stats, that's why data files show impact per second and durtaion here. But these stats are just blank and have no effect, since Commandment of Inferno has duration property turned off - they have nothing to work with.

^Maybe the explanation is not technically accurate but you got the idea.
